Since October of 2005

Frank Civil Consulting has assisted Developers, Owners, Homeowner Associations, Commercial and Property Managers on various projects ranging from 2+ acre Multi-Family,  15+ acre Retail, Commercial Office and  Industrial sites, Residential Developments, and 500 to  8500 acre Master Plan Communities. Frank Civil Consulting provides its Homeowner Association and Property Management Partners Pavement and Storm Water maintenance and remediation Consulting. Frank Civil Consulting provides a non-biased, “no-nonsense” approach to pavement and stormwater maintenance. The approach to pavement consulting involves a multi-faceted review of all conditions surrounding pavement longevity and esthetics. These steps include evaluation of pavement-related stormwater components in pavement and common areas, landscape irrigation, sub-grade structural integrity, pavement, and base course structural integrity, and pavement aesthetics. Frank Civil Consulting reviews with their clients their goals for their pavement and related components.

Frank Civil Consulting’s stormwater consulting provides a comprehensive evaluation of all stormwater components and thorough research on the cause, initial design intent, and thorough re-establishment and restoration of those components. Both asphalt and stormwater Consulting include budgeting/maintenance strategies (varying from 5-30 years depending on the client’s needs), comprehensive and detailed bid specifications, and Owner representation throughout the process. Regarding new construction and development, Frank Civil Consulting can provide Civil Engineering, feasibility analysis, constructability review of plans, liaison with municipalities and public utilities, project preliminary budgeting, composing comprehensive and detailed bid documents, contract administration,  interviews, and selections, construct working budget and final project timelines and development strategies, provide owner representation through outperformance of work. Road Construction

When Frank Civil Consulting was created over 18 years ago (October 2005), it was a result of Michael Frank’s desire to take his 28+ years (at that time) of Civil Construction knowledge and apply it to assisting Developers and Management Communities with their Land Development projects. By understanding the problems and challenges associated with design, municipal coordination, bidding, and construction of infrastructure, they can assist the developer with minimizing their risk of unknown conditions, poor design, contractor error, or the vast other variety of issues that plague the development and management communities today and consequently maximize their profit potential on their projects
18 years later Frank Civil Consulting has also grown into the leader in the pavement and stormwater maintenance and remediation industry. Our comprehensive approach to this effort is best defined as “outside the box”. Our belief is that the structural integrity of any roadway or parking lot is only partially dictated by the paved surface alone. To be sure, asphalt integrity plays a major role in asphalt maintenance and remediation. However, it is the items “outside” of the paved surface that typically dictates the optimal life expectancy of any roadway. This includes pavement-related drainage conditions on the surface and adjacent to the pavement, actual traffic loads versus designed traffic loads, landscaping and other appurtenances adjacent to the paved surface, maintenance of existing drainage facilities, retentions, and previous maintenance records. In order to ensure the optimal life of your pavement investment, all conditions must be examined both inside and “outside” the paved surface area8
