Rich Mizner

Rich has 24 years with Tacoma Water, Tacoma Public Utilities, Tacoma, WA. Working as a Water Utility Worker (WUW), Water Service Worker (WSW), Water Quality Worker (WQW), Construction Inspector, and Utility Service Specialist (USS). As a WUW and WSW, Rich operated and maintained the Tacoma Water potable water mains, fire hydrants, and service connections. As a WQW, Rich operated and maintained the Tacoma Water treatment system to include chlorination and testing. As a Construction Inspector, Rich oversaw the water main installation by contractors. Rich also processed progress payments. As a USS, Rich assisted licensed civil engineers with writing construction project estimates.  Rich inspects and manages asphalt maintenance projects in the field for Frank Civil Consulting and has an excellent rapport with our clients, keeping them informed on job progress and coordination.
