PROJECTS A brief synopsis of a few Frank Civil Consulting projects.
PAVEMENT MAINTENANCE & REMEDIATION SERVICES
- Rio Verde HOA; a 2500 acre residential community in Rio Verde, AZ. Developed five year maintenance programs in 2005 & 2009 including existing pavement and drainage evaluations and recommendation, 5 year inflationary cost analysis and PowerPoint presentation.
- Tonto Verde HOA; a 600 acre residential community in Rio Verde, AZ. Evaluated and provided recommendations for pavement remediation. Completed bid abstracts, solicited proposals, negotiated contract and provided owner representation during construction.
- Barclay Retail Centers; located in Oro Valley, AZ and Scottsdale AZ. Both are commercial retail properties. Evaluate and provide recommendations for pavement and drainage remediation and completed bid abstracts for pavement remediation and drainage correction, which were distributed by the owner.
PRE DEVELOPMENT & OWNER’S AGENT SERVICES
- Vista Verde; a 750 Acre residential master planned community in Rio Verde, AZ. Representing the Owner with design review, budgeting, bidding and contractor procurement, Engineer bidding and procurement, contract negotiations, and onsite Owner representation.
- Buckeye Town Center; a large retail center with several municipal components attached in Buckeye, AZ. The project includes construction of a water campus, several new offsite streets, construction of various flood control structures, etc. Mr. Frank is representing the Owner for the Civil Construction on all aspects of the development, including Engineer coordination and design review, coordination with public agencies, Owner representation and coordination with the Construction Manager, bidding and evaluation, scheduling, etc.
- Rio Sendero; a 20 acre multi family project in Buckeye, AZ. Assisted the owner with procurement of Civil Engineer and related design professionals, negotiation and coordination with municipalities to obtain a recordable plat.
- Kroger; a Fry’s Retail Center, Chandler Heights, located in Chandler, AZ. Assisted owner with design / constructability review of civil engineering plans and development of a working infrastructure budget. Assist client with review of bids to determine appropriate low bidder.
- Oro Valley Retail Center; a 100 acre retail complex located in Oro Valley, AZ. Provided expert analysis, review and comments regarding five million dollar claims dispute between owner and contractor.
- Zanjero; a 125 Acre mixed use development that included multi family, retail, and commercial components in Glendale, AZ. Representing the Owner with pre-construction services including contract negotiation, design review, bid evaluation, and Construction representation. This was a public procurement project.
- Surprise Point; a large multi use development that includes commercial, retail, and residential components in Surprise, AZ. Initially assisted the Owner with contract negotiations with the General Contractor, onsite Owner representation, and Change Order review and negotiations. Since this project the Owner has requested my services for various property evaluations and prospectus reporting.
- Stadium Village, Capri, Entorno; all projects are Master Plan communities with multiple components in Surprise, AZ. Represented the Owner in Engineer bidding and selection, design review, budgeting, public agency coordination, bidding and evaluation, contract negotiation, and onsite representation.
